Praying Hitler in ex-Warsaw ghetto sparks emotion






WARSAW, Poland (AP) — A statue of Adolf Hitler praying on his knees is on display in the former Warsaw Ghetto, the place where so many Jews were killed or sent to their deaths by Hitler’s regime, and it is provoking mixed reactions.


The work, “HIM” by Italian artist Maurizio Cattelan, has drawn many visitors since it was installed last month. It is visible only from a distance, and the artist doesn’t make explicit what Hitler is praying for, but the broader point, organizers say, is to make people reflect on the nature of evil.






In any case, some are angered by the statue’s presence in such a sensitive site.


One Jewish advocacy group, the Simon Wiesenthal Center, this week called the statue’s placement “a senseless provocation which insults the memory of the Nazis’ Jewish victims.”


“As far as the Jews were concerned, Hitler’s only ‘prayer’ was that they be wiped off the face of the earth,” the group’s Israel director, Efraim Zuroff, said in a statement.


However, many others are praising the artwork, saying it has a strong emotional impact. And organizers defend putting it on display in the former ghetto.


Fabio Cavallucci, director of the Center for Contemporary Art, which oversaw the installation, said, “There is no intention from the side of the artist or the center to insult Jewish memory.”


“It’s an artwork that tries to speak about the situation of hidden evil everywhere,” he said.


The Warsaw ghetto was an area of the city which the Nazis sealed off after they invaded Poland. They forced Jews to live in cramped, inhuman conditions there as they awaited deportation to death camps. Many died from hunger or disease or were shot by the Germans before they could be transported to the camps.


The Hitler installation is just one object in a retrospective of Cattelan’s work titled “Amen,” a show that explores life, death, good and evil. The other works are on display at the center itself, which is housed in the Ujazdowski Castle.


The Hitler representation is visible from a hole in a wooden gate across town on Prozna Street. Viewers only see the back of the small figure praying in a courtyard. Because of its small size, it appears to be a harmless schoolboy.


“Every criminal was once a tender, innocent and defenseless child,” the center said in a commentary on the work.


Poland’s chief rabbi, Michael Schudrich, said he was consulted on the installation’s placement ahead of time and did not oppose it because he saw value in the artist’s attempt to try to raise moral questions by provoking viewers.


He said he was reassured by curators who told him there was no intention of rehabilitating Hitler but rather of showing that evil can present itself in the guise of a “sweet praying child.”


“I felt there could be educational value to it,” said Schudrich, who also wrote an introduction to the exhibition’s catalogue in which he says art can “force us to face the evil of the world.”


On Friday, a stream of people walked by to view the work, and many praised it.


“It had a big emotional impact on me. It’s provocative, but it’s not offensive,” said Zofia Jablonska, a 30-year-old lawyer. “Having him pray in the place where he would kill people — this was the best place to put it.”


Cattelan caused controversy in Warsaw in 2000 when another gallery showed his work “La Nona Ora” — or “The Ninth Hour” — which depicts the late Pope John Paul II being crushed by a meteorite. That offended many in Poland, which is both deeply Catholic and was John Paul’s homeland.

Analysis: After “fiscal cliff” dive, more battles, new cliffs






WASHINGTON (Reuters) – Whether or not the “fiscal cliff” impasse is broken before the New Year’s Eve deadline, there will be no post-cliff peace in Washington.


With the political climate toxic in Congress as the cliff’s steep tax hikes and spending cuts approach, other partisan fights loom, all over the issue that has paralyzed the capital for the past two years: federal spending.






The first will come in late February when the Treasury Department runs out of borrowing authority and has to come to Congress to get the debt ceiling raised.


The next is likely in late March, when a temporary bill to fund the government runs out, confronting Congress with a deadline to act or face a government shutdown. The third will possibly be whenever the temporary bill replacing the temporary bill expires.


While Congress is supposed to pass annual spending bills before the start of each fiscal year, it has failed to complete that process since 1996, resorting to stopgap funding ever since.


Influential anti-tax activist Grover Norquist predicted in an interview with Reuters that conservatives would wage repeated battles with President Barack Obama to demand budget savings every time the government needs a temporary funding bill or more borrowing capacity.


The so-called “continuing resolutions” to which a divided Congress has increasingly resorted to keep the government operating, provide a “very powerful tool” to pry out spending cuts, said Norquist, president of Americans for Tax Reform.


Republican Senator Bob Corker of Tennessee said he will not be satisfied until there are substantial cuts to federal retirement and healthcare benefits known as entitlements, producing savings in the $ 4.5 trillion to $ 5 trillion range.


“Unfortunately for America,” said Corker, “the next line in the sand will be the debt ceiling.”


Most observers see the $ 16.4 trillion debt limit as the true fiscal cliff in the new year because if not increased, it would eventually lead to a default on U.S. Treasury debt, an event that could prove cataclysmic for financial markets.


The Treasury Department said on Wednesday it would start taking extraordinary measures by December 31 to extend its borrowing capacity for about two more months.


‘POISONOUS CLIMATE’


It was a deadlock over raising the debt ceiling in August 2011 that prompted a deficit reduction deal that led to a key fiscal cliff component, the $ 109 billion in automatic spending cuts on military and domestic programs.


If the fiscal cliff’s spending cuts or tax increases are left even partly unresolved on December 31, the political combat over them will carry over into the new Congress, possibly simultaneously with the debt ceiling debate.


“We would be pessimistic of a quick fix” if the deadline is missed, Sean West, head U.S. analyst at Eurasia Group, a political risk consultancy, said in a note to clients. “The political climate will be poisoned. The new Congress will need time to settle in.”


“We are concluding one of the most unsuccessful Congresses in history,” Democratic Representative John Dingell of Michigan declared in a statement on Saturday, “noteworthy not only for its failure to accomplish anything of importance, but also for the poisonous climate of the institution.”


Dingell, 86, is the longest serving member of the House, elected first in 1955.


Historically, bitter struggles in Congress like that over the fiscal cliff lead to further resentment and strife in a cycle of cumulative grudges that now spans nearly 30 years.


Many analysts and lobbyists in Washington believe the strife could get even worse because the new Congress convening on January 3 will include fewer members from moderate or swing districts and more from districts tilted heavily to the left or the right.


Republicans in particular are likely to face their most serious re-election challenges in 2014 not from Democrats but from conservative Republicans challenging them in primary elections.


“Ironically,” said a post-election analysis published by the law firm Patton Boggs, “the voters have elected a 113th Congress that may be even more partisan than the 112th.”

Berlusconi says Monti plotting with Italy’s center left






ROME/MILAN (Reuters) – Silvio Berlusconi said on Saturday that outgoing Prime Minister Mario Monti was plotting with the left in his centrist alliance’s bid to win Italy‘s national election in February, but centrist leaders denied any secret accord.


Monti, who replaced Berlusconi as prime minister last year when Italy was scrambling to avert a financial crisis, said on Friday he wanted to unite a broad coalition of factions around a reform agenda aimed at easing the country’s economic woes.






Monti ended weeks of speculation when he confirmed his bid for a second term, pitting him against the center-left Democratic Party (PD) and Berlusconi’s center-right People of Freedom (PDL) party in a three-way contest.


Speaking to reporters at Milan Central railway station, Berlusconi said Monti wanted to help the left secure power after the February 24-25 election so he could continue his austerity agenda of tax hikes and spending cuts.


“This grouping has been formed to favor the left – also the similarities with the left’s programme points in this direction,” he said, after earlier describing Monti as “the spare wheel” of the PD in an interview with Vista TV.


The 76-year-old billionaire, who caught the train from Rome with his 27-year-old partner, Francesca Pascale, said he did not believe Italian voters would “fall into the trap”, which he said was aimed at stealing votes from the center right.


But Pier Ferdinando Casini, head of Italy’s oldest and largest centrist party, the UDC, which is cooperating with Monti, denied the accusations.


“Our initiative was not born with the support of the PD. It has not been started with a predetermined alliance … until election day what’s important is aiming for the majority,” Casini said at a news conference on Saturday.


“PHASE OF RESPONSIBILITY”


Opinion polls suggest the PD, under Pier Luigi Bersani, will win a comfortable lower house majority but may have to strike a deal with centrist forces in the Senate, where the center left has struggled to gain control in past elections.


The PD, which has pledged to maintain Monti’s broad reform course while putting more emphasis on jobs and growth, has urged the 69-year-old technocrat to clarify the approach the centrist forces will take towards the left.


“Will they present themselves as alternatives, as rivals, or as open to an alliance?” Bersani asked on SkyTG24 television on Friday, saying that the center left would be open to discuss an accord when Monti’s position is clear.


Monti, a former European Commissioner, is a favorite with international investors, the Catholic Church and the business establishment, and has been widely credited with restoring Italy’s credibility after the scandal-plagued Berlusconi years.


“For the first time, an atmosphere is forming that points towards the future for a Europe that needs Italy and a country that wants to change deeply,” centrist leader Casini said on Saturday.


“As of yesterday, we are putting behind us the empty electoral promises, populism, demagoguery, fake assurances; a phase of responsibility is beginning,” he said.


Also on Saturday, Italian magistrate Antonio Ingroia officially announced he was joining the election race, and backers of his anti-corruption, law-and-order platform said it was time for both Monti and Berlusconi to step aside.


“We can’t give them back the keys to the country,” said Felice Belisario from the opposition Italy of Values party, which said it supported Ingroia’s candidacy for prime minister.


“Both have ruined Italy and have only acted in the interests of themselves and their friends at the expense of Italian citizens,” Belisario said in a statement.


The PD has so far maintained a tone of polite respect for Monti, in contrast to Berlusconi’s attacks on his “Germano-centric” austerity policies, which he blames for deepening a severe recession and fuelling record unemployment.


The media tycoon said on Saturday he was disappointed that Monti had made a bid for a second term because the economics professor had told him he would not use the exposure gained as an unelected technocrat for future political motives.


He said if the center-right won the election he would launch an investigation into Monti’s ascent to power.


Later on Saturday Berlusconi met leaders of the Northern League, his former government allies. He told reporters following the meeting that he remained hopeful for a possible alliance but the PDL was still not convinced on some points.


PDL secretary Angelino Alfano said on Twitter that the disagreements could lead to the PDL and the Northern League heading their separate ways at the next election.

Arab League chief says Palestinians to petition UN






RAMALLAH, West Bank (AP) — Arab League chief Nabil Elaraby says two decades of talks with Israel have been “a waste of time” and that Palestinians will soon take a new statehood bid to the U.N.


“We will return to the U.N. Security Council,” he said in Ramallah Saturday after meeting Palestinian officials. “Palestine will be cooperating with Arab and EU countries to change the equation (in the peace process) that prevailed over the past 20 years, which was a waste of time.”






The U.N. last month endorsed a de facto Palestinian state in the West Bank, east Jerusalem and Gaza, areas Israel won in a 1967 war.


Talks collapsed in 2008 after Palestinians demanded Israel stop building in areas they want for a future state. Israel insists settlements and other issues should be negotiated.

I remember it still — people flipped out about the Nintendo (NTDOY) Wii. Yes, its name was mocked for a while, but there was genuine excitement around what Nintendo was doing with motion and the entire gameplay experience. While the original Nintendo Wii was almost an Apple (AAPL)-like product — Nintendo focused on the gameplay and not on specs; the company didn’t even have HD graphics when every other console did — the Nintendo Wii U clearly demonstrates how far Nintendo has fallen and how out of touch the company is.

I bought a Nintendo Wii U for one reason and one reason only, and that’s to play and beat “Super Mario Bros. U.” I’ll probably end up returning the console after I’m done, because that’s how horrible the Wii U actually is.

First of all, the fact that Nintendo actually decided to ship this joke of a controller called the GamePad with a 6.2-inch touchscreen in the middle says it all. It only lasted for around two hours per charge over the week I’ve used it, and it’s big, clunky and made of glossy Nintendo plastic. The problem it, it has no charm. It feels thrown together to try to make a statement, one that says that Nintendo isn’t afraid of the iPads or Android tablets or iPhones or iPod touches, and that it too can take on touch just as it took on motion.


It fails miserably. And that’s just the controller.


The actual console is one that finally for the first time ever supports HDMI and HD graphics, yet Nintendo’s flagship game doesn’t look good in high-definition. The console’s UI is a mess, and let’s be honest, we are living in a time where we are so connected, where so much is shared across continents instantly, that real design transcends what country it was designed in.


When you see a beautiful iPhone app’s interface, there’s a good chance you couldn’t tell if it was designed by a company in San Francisco or Paris or Hong Kong. But Nintendo’s interface is blatantly Japanese, and it lacks any and all sophistication. It’s like all of Nintendo’s designers just gave up and are living in a time when Apple’s iOS devices and Google’s (GOOG) Android devices don’t exist, blissfully ignoring the threat that their company is facing from all angles.


The Wii U experience is so terrible that it took over an hour to update the software on the console recently, and apparently that wasn’t that bad. People have told me their updates took over 4 hours when performed closer to Christmas. Do you know what that 7-year-old is doing during those 4 hours you’re making him wait? Playing Temple Run or Angry Birds on his iPad mini. Way to go Nintendo.


I’ll go on record and say that I think this is the last video game console Nintendo will make for the home. I just don’t see the future here with hardware. Not by a mile.


Nintendo needs to realize that hardware is hardware and that Nintendo’s hardware isn’t special, it isn’t elegant and it isn’t thoughtful. It’s merely a delivery mechanism in a time where design has never been more important.


Nintendo is a great company, one that has invented so many great products, but sooner or later it will be forced to offer its titles on iOS devices and Android devices. It’s going to get to that point. There’s way too much revenue to be made — Nintendo isn’t Sega, and Sega is crushing it as a software-only company.


I just hope Nintendo follows suit sooner or later, because I have $ 9.99 ready to go for the Super Mario app on iOS.

NEW YORK (AP) — All the single ladies — and fellas — will have a chance to join Beyonce onstage at the upcoming Super Bowl.


Pepsi announced Friday that 100 fans will hit the stage when the Grammy-winning diva performs on Feb. 3 at the Mercedes-Benz Superdome in New Orleans. A contest that kicks off Saturday will allow fans to submit photos of themselves in various poses, including head bopping, feet tapping and hip shaking. Those pictures will be used in a TV ad introducing Beyonce’s halftime performance, and 50 people — along with a friend — will be selected to join the singer onstage.






The photo contest — at www.pepsi.com/halftime — ends Jan. 19, but Jan. 11 is the cut-off date for those interested in appearing onstage with Beyonce.

Senate leaders to make last-ditch “fiscal cliff” effort






WASHINGTON (Reuters) – President Barack Obama and U.S. congressional leaders agreed on Friday to make a final effort to prevent the United States from going over the “fiscal cliff,” setting off intense bargaining over Americans’ tax rates as a New Year’s Eve deadline looms.


With only days left to avoid steep tax hikes and spending cuts that could cause a recession, two Senate veterans will try to forge a deal that has eluded the White House and Congress for months.






Obama said he was “modestly optimistic” an agreement could be found. But neither side appeared to give much ground at a White House meeting of congressional leaders on Friday.


What they did agree on was to task Harry Reid, the Democratic Senate majority leader, and Mitch McConnell, who heads the chamber’s Republican minority, with reaching a budget agreement by Sunday at the latest.


“The hour for immediate action is here. It is now. We’re now at the point where in just four days, every American’s tax rates are scheduled to go up by law. Every American’s paycheck will get considerably smaller. And that would be the wrong thing to do,” Obama told reporters.


A total of $ 600 billion in tax hikes and automatic cuts to government spending will start kicking in on Tuesday – New Year’s Day – if politicians cannot reach a deal. Economists fear the measures will push the U.S. economy into a recession.


Pessimism about the fiscal cliff helped push U.S. stocks down on Friday for a fifth straight day. The Dow Jones industrial average dropped 158.20 points, or 1.21 percent. Retailers are blaming worries about the “fiscal cliff” for lackluster Christmas season shopping.


Under the plan hashed out on Friday, any agreement between McConnell and Reid would be backed by the Senate and then approved in the Republican-controlled House of Representatives before the end of the year.


But the House could well be the graveyard of any accord.


A core of fiscal conservatives there strongly opposes Obama’s efforts to raise taxes for the wealthiest as part of a plan to close America’s budget deficit. House Republicans also want to see Obama commit to major spending cuts.


Talks between Obama and Republican House Speaker John Boehner collapsed last week when several dozen Republicans defied their leader and rejected a plan to raise rates for those earning $ 1 million and above.


A Democratic aide said Boehner stuck mainly to “talking points” in Friday’s White House meeting, with the message that the House had acted on the budget and it was now time for the Senate to move.


TALKS ON ‘BIG NUMBERS’


The two Senate leaders and their aides will plunge into talks on Saturday that will focus mainly on the threshold for raising income taxes on households with upper-level earnings, a Democratic aide said. Analysts say both sides could agree on raising taxes for households earning more than $ 400,000 or $ 500,000 a year.


The pair will also discuss whether the estate tax should be kept at current low levels or allowed to rise, the aide said.


Democrat Reid warned of tough talks.


“It’s not easy, we’re dealing with big numbers, and some of that stuff we do is somewhat complicated,” he said.


McConnell described Friday’s White House summit, also attended by Democratic House Minority Leader Nancy Pelosi, as “a good meeting.”


“So we’ll be working hard to try to see if we can get there in the next 24 hours. So I’m hopeful and optimistic,” he said.


If things cannot be worked out between the Senate leaders, Obama said he wanted both chambers in Congress to vote on a backup plan that would increase taxes only for households with more than $ 250,000 of annual income.


The plan would also extend unemployment insurance for about 2 million Americans and set up a framework for a larger deficit reduction deal next year.


There are signs in the options market that investor fear is taking hold. The CBOE Volatility Index, or the VIX, the market’s favored anxiety indicator, has remained at relatively low levels throughout this process, but it moved on Friday above 22, the highest level since June.


But some in the market were resigned to Washington going beyond the New Year’s Day deadline, as long as a serious agreement on deficit reduction comes out of the talks in early January.


“Regardless of whether the government resolves the issues now, any deal can easily be retroactive. We’re not as concerned with January 1 as the market seems to be,” said Richard Weiss, a senior money manager at American Century Investments.


Another component of the “fiscal cliff” – $ 109 billion in automatic spending cuts to military and domestic programs – is set to kick in on Wednesday.


S&P rating agency said on Friday the fiscal cliff impasse did not affect the U.S. sovereign rating.


That lifted the immediate threat of a downgrade from the agency, which cut the United States’ triple-A rating in August, 2011 in an unprecedented move after a similar partisan budget fight.

A surprisingly good vintage as market logs gains






NEW YORK (AP) — If you’d told investors what was going to happen in 2012 — U.S. economic growth at stall speed, an intensifying European debt crisis, a slowdown in China, fiscal deadlock in Washington, decelerating corporate earnings growth — and asked how the stock market would perform, few would have predicted a good year.


But that’s just what they got.






The Dow Jones industrial average, the Standard & Poor’s 500 and the Nasdaq composite index will all end the year substantially higher, despite losing ground in the final days of year as concerns about the looming “fiscal cliff” mounted.


The Dow is on track for a 7 percent increase, its fourth yearly gain in a row, having started the year at 12,217. The S&P 500, which started the year at 1,257, is up 12 percent, beating the 7.8 percent average annual gain of the past 20 years. The Nasdaq also logged a better-than-average gain, 14 percent.


Those returns were higher when dividend payments were taken into consideration. On that basis the Dow returned 10 percent, the S&P 500 index 15 percent and the Nasdaq 16 percent.


“There’s been a lot thrown at this market, and it’s proven to be very resilient,” said Gary Flam, a portfolio manager at Bel Air Investment Advisors in California. “Here we are at the end of the year, and it’s still relatively strong.”


Stocks started the year on a tear, with optimism about an improving job market and a broader economic recovery providing the backdrop to the S&P 500′s best first-quarter rally in 14 years.


The index advanced 12 percent by the end of March, closing the quarter at 1,408, its highest in almost four years, with financial companies and technology firms leading the charge. The Dow ended the first quarter at 13,212, logging an 8 percent gain.


Apple was one of the star performers of the first quarter and was probably the year’s most talked-about company.


The popularity of the iPhone and iPad led to staggering sales growth that helped push its stock up 48 percent to almost $ 600 at the end of March. Apple also announced a dividend and overtook Exxon Mobil as the U.S.’s most valuable company.


Investors’ optimism faded, though. The intensifying European debt crisis and concerns about the impact that it would have on global economic growth prompted a sell-off.


Within two months, by the start of June, U.S. stocks had given up the year’s gains. Borrowing costs for Spain surged and investors fretted over the outcome of Greek elections that had the potential to pull the euro currency bloc apart.


The outlook for growth in China, the world’s second-largest economy, also began to weigh on investors’ minds. Economic growth there slowed to 8.1 percent in the first quarter as export demand waned, and investors worried that it would keep falling.


The Dow fell as low as 12,101 June 4. The S&P dropped to 1,278 June 1.


The second quarter was also marred by Facebook’s initial public offering.


The stock sale was one of the most keenly anticipated initial public offerings in years, but investors didn’t “like” the $ 16 billion market debut. The social network priced its IPO at $ 38 per share, and the stock started to fall soon after the first day of trading on concern about the company’s mobile strategy.


Facebook closed as low as $ 17.73 on Sept. 4 before recovering some of the ground it lost.


Company earnings reports were also starting to make uncomfortable reading for investors. Earnings growth for S&P 500 companies fell as low as 0.8 percent in the second quarter, according to S&P Capital IQ data.


The stock market only recovered its poise after the European Union put together loans to bail out Spain’s banks on June 10 and the head of the European Central Bank, Mario Draghi, pledged to do “whatever it takes” to save the euro.


Speculation that the Federal Reserve was set to provide the economy with more stimulus to prevent it from slipping back into recession also bolstered stocks.


The rally even survived a blip when a software glitch at trading firm Knight Capital threw stock prices into chaos Aug. 1.


The firm said the problem was triggered by new trading software it installed. Erroneous orders were sent to 140 stocks listed on the New York Stock Exchange, causing sudden price swings and surging trading volume.


Apple launched the iPhone 5, the latest version of its smartphone, in September, and the company’s stock climbed to a record close of $ 702.10 on Sept. 19. That gave Apple a market value of $ 658 billion, and many analysts predicted more gains lay ahead.


By the time Fed Chairman Ben Bernanke announced Sept. 13 that the U.S. central bank would start a third round of its bond-purchase program, which is intended to push longer term interest rates lower and encourage borrowing and investment, the S&P 500 had surged 14 percent from its June 1 low. A day later, the index peaked at five-year high of 1,466. The Dow Jones reached its peak for the year of 13,610, Oct. 5.


As is often the case on Wall Street, investors “bought the rumor and sold the fact,” and quickly turned their attention to the challenges that lay ahead.


Analysts had also been cutting their outlook for growth in the final quarter of the year. At the start of the second quarter, estimated earnings growth for the period was 15.7 percent. That forecast had fallen to 3.4 percent by Dec. 27.


“One of the blessings that supported the stock market‘s moves in prior years was earnings growth,” said Lawrence Creatura, a portfolio manager at Federated Investors. “That’s true this year, but at a decelerating rate. It’s not gone unnoticed that earnings growth is slowing, and many forecasts now include a full stall.”


Apple‘s halo also began to slip in the final three months of the year. Its iPad Mini tablet, launched Nov. 2, met with lukewarm reviews, there were hints of unrest among its executive ranks. Investors began to fret that the intensifying competition in the smartphone market would crimp Apple‘s profits. The stock tumbled, and despite rallying in recent days is still down 27 percent from its September peak.


The year’s final twist came in Washington.


Stocks wavered ahead of a presidential election that at times seemed too close to call, and while President Barack Obama ultimately reclaimed the White House by a comfortable margin, the Republicans retained control of the House.


The divided government set the stage for a tense end to the year as Democrats and Republicans sought to thrash out a budget plan that would avoid the U.S. falling off the “fiscal cliff,” a series of tax hikes and government spending cuts that economists say would push the economy back into recession.


Initially, markets fell as much as 5 percent in the 10 days after the elections as investors worried that a divided government would not be able to agree on a budget plan to cut the U.S. deficit.


While the S&P 500 managed to recoup those losses by December on optimism that a deal would be reached, some investors are still urging caution. Any agreement will still be “ill-tasting medicine” to the economy, as it will almost certainly involve both spending cuts and tax hikes, says Joe Costigan, director of equity research at Bryn Mawr Trust Company.


“The question is, how much will the drag from the government be offset by business and personal spending,” says Costigan. “The market has reasonable expectations for growth priced in, so I don’t think we’re going to see a big run-up.”

2 arrested after Guinea treasury chief killed






CONAKRY, Guinea (AP) — Officials in the West African nation of Guinea say they’ve arrested two suspects in the case of the killing of the country’s treasury chief, who was shot to death nearly two months ago.


Authorities paraded the pair in front of journalists Friday. Aissatou Boiro was killed as she was driving home. She had launched an investigation into the loss of 13 million francs ($ 1.8 million) which went missing from the state coffers.






The government says the suspects were found with Boiro‘s computer memory stick and mobile telephone.


The men denied any involvement in her slaying and said a friend had given them the items.


Boiro’s colleagues say she had zero tolerance for corruption and was intent on putting an end to the mismanagement of state funds.

Makers of $99 Android-Powered Game Console Ship First 1,200 ‘Ouyas’






Like Nintendo’s Wii U game console, the Ouya (that’s “OOH-yuh”) has an unusual name and even more unusual hardware. The console is roughly the size of a Rubik’s cube, and is powered by Android, Google‘s open-source operating system that’s normally found on smartphones and tablets.


Ouya’s makers, who are preparing the console for its commercial launch, encourage interested gamers to pop the case open and use it in electronics projects … or even to write their own games for it. Especially if they’re among the 1,200 who are about to receive their own clear plastic Ouya developer consoles.






Not exactly a finished product


The limited-edition consoles, which have been shipped out to developers already, are not designed for playing games on. They don’t even come with any.


Rather, the point of these consoles is so that interested Android developers can write games for the Ouya, which will then be released to gamers when the console launches to the public. Fans who pledged at least $ 1,337 to Ouya’s record-breaking Kickstarter project will get one, and while they’re not quite suited for playing games on — “we know the D-pad and triggers on the controller still need work,” Ouya’s makers say — the clear plastic developer consoles serve as a preview of what the finished product will look like, and a reminder of Ouya’s “openness.”


You keep using that word …


In the food and drug industries, terms like “organic” and “all-natural” are regulated so that only products which meet the criteria can have them on their labels. In the tech world, however, anyone can claim that their product is “open,” for whatever definition of “open” they like.


The term was popularized by the world’s rapid adoption of open-source software, like Android itself, where you’re legally entitled to a copy of the programming code and can normally use it in your own projects (like Ouya’s makers did). But when tech companies say that something is “open,” they don’t necessarily mean that the code or the hardware schematics use an open-source license.


How Ouya is “open”


Ouya’s makers have released their ODK, or developer kit, under the same open-source license as Android itself. This allows aspiring game developers to practice their skills even without a developer console, and to improve the kit however they want. The hardware itself is currently a “closed” design, however, despite the clear plastic case. The makers have expressed enthusiasm for the idea of hardware hackers using it in projects, and have said, “We’ll even publish the hardware design if people want it,” but so far they haven’t done so.


What about the games?


The most relevant aspect of “openness” to normal gamers is that Ouya’s makers say “any developer can publish a game.” This model is unusual for the console world, where only select studios are allowed to publish their wares on (for instance) the PlayStation Network, but is more familiar to fans of the anything-goes Google Play store for Android. Several big-name Android developers — including console game titan Square-Enix — have already signed up to have their wares on the Ouya.


Preordered Ouya game consoles (the normal ones, not the developer edition) will ship in April. They will cost $ 99 once sales are opened to the general public.

KOL’s Nathan Followill, Jessie Baylin welcome baby






NASHVILLE, Tenn. (AP) — The Kings of Leon family has just gotten bigger.


Drummer Nathan Followill and his wife, singer-songwriter Jessie Baylin, welcomed a baby girl on Wednesday. It’s the first baby for the couple and the third for the Followill family band. Nathan Followill’s brother Caleb and cousin Matthew also have children.






A spokesman says Violet Marlowe Followill was born at 4:01 p.m. in Nashville. She was 7 pounds, 13 ounces at birth.


The baby comes before what promises to be a busy 2013 for Kings of Leon. The Nashville, Tenn.-based band has been working on new music for an album that’s expected to be released next year. Baylin released her third album, “Little Spark,” earlier this year.


The couple has been married since 2009.

Former President George H.W. Bush remains in intensive care






AUSTIN, Texas (Reuters) – Former President George H.W. Bush remained in the intensive care unit of a Houston hospital on Thursday, but his longtime chief of staff issued a reassuring message, urging the media and the public to “put the harps back in the closet.”


Bush, 88, a Republican who during his one term in office led a coalition of nations that ejected Iraqi forces from Kuwait in 1991, was admitted to Methodist Hospital November 23 for bronchitis.






He was transferred to intensive care on Sunday after setbacks including a persistent fever, family spokesman Jim McGrath has said.


“I don’t have any guidance so far today except to say no news is good news,” McGrath said on Thursday. Hospital spokesman George Kovacik added that the former president remained in intensive care on Thursday.


But in a statement addressed to the “national media” on Bush’s condition on Thursday, chief of staff Jean Becker sought to strike an upbeat tone.


“Yes, President Bush is in ICU where he is getting the best medical care in the world,” she wrote. “Is he sick? Yes. Does he plan on going anywhere soon? No. He has every intention of staying put.


“He would ask me to tell you to please ‘put the harps back in the closet,’” she said.


On a more serious note, Becker said her boss was expected to remain in the hospital for “a while,” adding, “He is 88 years old, he had a terrible case of bronchitis which then triggered a series of complications.” She did not elaborate.


McGrath on Wednesday described Bush as alert and talking to medical staff.


On Thursday evening, McGrath released a statement from Bush mourning the death of retired Army General Norman Schwarzkopf, commander of the U.S. and allied forces that routed Iraqi ruler Saddam Hussein’s military from Kuwait during a six-week war in 1991.


He said the four-star general, who died at age 78, “epitomized the ‘duty, service, country’ creed that has defended our freedom and seen this great nation through our most trying international crises.”


Bush has lower-body parkinsonism, which causes a loss of balance, and has used wheelchairs for more than a year.


The 41st U.S. president and father of former President George W. Bush, he served as a congressman, ambassador to the United Nations, envoy to China, CIA director and vice president for two terms under Ronald Reagan during a political career spanning four decades.

Consumer sentiment weakens as fiscal crisis looms






WASHINGTON (Reuters) – U.S. consumer confidence fell more than expected in December, hitting a four-month low as a looming fiscal crisis sapped what had been a growing sense of optimism about the economy.


The report heightened concerns that a failure by Washington to avert planned tax hikes and spending cuts could lead households to close their wallets, threatening an economic recovery that has been steady albeit lackluster.






Other data on Thursday highlighted the positive momentum building in the economy, with the number of Americans filing new claims for jobless benefits falling to a nearly 4-1/2 year low and new home sales hitting their highest level since April 2010.


But gauges of business sentiment have weakened recently on worries Washington will go forward with plans to slash the federal deficit by about $ 600 billion in 2013.


Now consumers also appear apprehensive, a sign worries about the so-called “fiscal cliff” could bite into household spending.


The Conference Board, an industry group, said its index of consumer attitudes fell to 65.1 from 71.5 in November.


A sub-index measuring how consumers feel about their present situation rose to its highest level in more than four years, but a gauge of sentiment about the future plunged to its lowest point in more than a year.


“Consumers are increasingly preoccupied with the potential damage the fiscal cliff will cause to the economy and to their wallets if a deal is not reached soon,” economists at RBS in Stamford, Connecticut, wrote in a research note.


Separately, the Labor Department said initial claims for state unemployment benefits dropped 12,000 last week to a seasonally adjusted 350,000, the Labor Department said.


“This recent improvement in the claims data is potentially a favorable signal for the labor market,” said Daniel Silver, an economist at JPMorgan in New York.


After spiking in the wake of a mammoth storm that ravaged the East Coast in late October, new claims have dropped to their lowest levels since the early days of the 2007-09 recession. The four-week moving average fell 11,250 last week to 356,750, the lowest since March 2008.


The claims data has no direct relation to the government’s monthly employment report, but it suggests the surge in layoffs since the recession has at least run its course.


Still, many economists think hiring may remain sluggish even as the pace of layoffs ease.


Companies in recent months have been adding to their payrolls at a lackluster pace, and analysts expect the employment report due on January 4 will show 143,000 jobs were created in December, down from 146,000 in November.


“A significant improvement in labor market conditions ahead of any resolution to the fiscal cliff is unlikely,” said Michael Gapen, an economist at Barclays in New York.


U.S. stocks opened flat but turned lower as the Senate Democratic leader derided Republicans for the lack of progress in budget talks and warned that a fall off the “cliff” appeared inevitable. Investors sought safety by buying U.S. Treasury debt and the dollar, which rose against the euro.


Following a truncated holiday break in Hawaii, U.S. President Barack Obama returned to Washington to restart talks to avoid the brunt of the fiscal cliff’s impact, which would likely put the U.S. economy back into recession if not lessened.


HOLIDAY CAVEAT


The signs of progress in the claims data also included a caveat, at least for the latest week.


Obama declared Monday a holiday for federal workers and many state offices followed suit and were unable to provide complete data for last week’s jobless claims. Data for 19 states was estimated, although 14 of those states submitted their own estimates, which tend to be fairly accurate.


The holiday season can make it more difficult to adjust the claims data for normal seasonal fluctuations, another reason to be cautious about the report for last week.


Separately, the Commerce Department said new U.S. single-family home sales rose in November to a 377,000-unit annual rate, while the median sales price jumped 14.9 percent from the same month in 2011, the latest signs the U.S. housing recovery is gaining some steam.


In a fourth report, the Chicago Federal Reserve Bank said its index of factory activity in the U.S. Midwest increased in November to 93.7 from a revised 92.2 in October.

China tightening controls on Internet






BEIJING (AP) — China‘s new communist leaders are increasing already tight controls on Internet use and electronic publishing following a spate of embarrassing online reports about official abuses.


The measures suggest China’s new leader, Xi Jinping, and others who took power in November share their predecessors’ anxiety about the Internet’s potential to spread opposition to one-party rule and their insistence on controlling information despite promises of more economic reforms.






“They are still very paranoid about the potentially destabilizing effect of the Internet,” said Willy Lam, a politics specialist at the Chinese University of Hong Kong. “They are on the point of losing a monopoly on information, but they still are very eager to control the dissemination of views.”


This week, China’s legislature took up a measure to require Internet users to register their real names, a move that would curtail the Web’s status as a freewheeling forum to complain, often anonymously, about corruption and official abuses. The legislature scheduled a news conference Friday to discuss the measure, suggesting it was expected to be approved.


That comes amid reports Beijing might be disrupting use of software that allows Web surfers to see sites abroad that are blocked by its extensive Internet filters. At the same time, regulators have proposed rules that would bar foreign companies from distributing books, news, music and other material online in China.


Beijing promotes Internet use for business and education but bans material deemed subversive or obscene and blocks access to foreign websites run by human rights and Tibet activists and some news outlets. Controls were tightened after social media played a role in protests that brought down governments in Egypt and Tunisia.


In a reminder of the Web’s role as a political forum, a group of 70 prominent Chinese scholars and lawyers circulated an online petition this week appealing for free speech, independent courts and for the ruling party to encourage private enterprise.


Xi and others on the party’s ruling seven-member Standing Committee have tried to promote an image of themselves as men of the people who care about China’s poor majority. They have promised to press ahead with market-oriented reforms and to support entrepreneurs but have given no sign of support for political reform.


Communist leaders who see the Internet as a source of economic growth and better-paid jobs were slow to enforce the same level of control they impose on movies, books and other media, apparently for fear of hurting fledgling entertainment, shopping and other online businesses.


Until recently, Web surfers could post comments online or on microblog services without leaving their names.


That gave ordinary Chinese a unique opportunity to express themselves to a public audience in a society where newspapers, television and other media are state-controlled. The most popular microblog services say they have more than 300 million users and some users have millions of followers reading their comments.


The Internet also has given the public an unusual opportunity to publicize accusations of official misconduct.


A local party official in China’s southwest was fired in November after scenes from a videotape of him having sex with a young woman spread quickly on the Internet. Screenshots were uploaded by a former journalist in Beijing, Zhu Ruifeng, to his Hong Kong website, an online clearing house for corruption allegations.


Some industry analysts suggest allowing Web surfers in a controlled setting to vent helps communist leaders stay abreast of public sentiment in their fast-changing society. Still, microblog services and online bulletin boards are required to employ censors to enforce content restrictions. Researchers say they delete millions of postings a day.


The government says the latest Internet regulation before the National People’s Congress is aimed at protecting Web surfers’ personal information and cracking down on abuses such as junk e-mail. It would require users to report their real names to Internet service and telecom providers.


The main ruling party newspaper, People’s Daily, has called in recent weeks for tighter Internet controls, saying rumors spread online have harmed the public. In one case, it said stories about a chemical plant explosion resulted in the deaths of four people in a car accident as they fled the area.


Proposed rules released this month by the General Administration of Press and Publications would bar Chinese-foreign joint ventures from publishing books, music, movies and other material online in China. Publishers would be required to locate their servers in China and have a Chinese citizen as their local legal representative.


That is in line with rules that already bar most foreign access to China’s media market, but the decision to group the restrictions together and publicize them might indicate official attitudes are hardening.


That comes after the party was rattled by foreign news reports about official wealth and misconduct.


In June, Bloomberg News reported that Xi’s extended family has amassed assets totaling $ 376 million, though it said none was traced to Xi. The government has blocked access to Bloomberg’s website since then.


In October, The New York Times reported that Premier Wen Jiabao’s relatives had amassed $ 2.7 billion since he rose to national office in 2002. Access to the Times’ Chinese-language site has been blocked since then.


Previous efforts to tighten controls have struggled with technical challenges in a country with more than 500 million Internet users.


Microblog operators such as Sina Corp. and Tencent Ltd. were ordered in late 2011 to confirm users’ names but have yet to finish the daunting task.


Web surfers can circumvent government filters by using virtual private networks — software that encrypts Web traffic and is used by companies to transfer financial data and other sensitive information. But VPN users say disruptions that began in 2011 are increasing, suggesting Chinese regulators are trying to block encrypted traffic.


Curbs on access to foreign sites have prompted complaints by companies and Chinese scientists and other researchers.


In July, the American Chamber of Commerce in China said 74 percent of companies that responded to a survey said unstable Internet access “impedes their ability to do business.”


Chinese leaders “realize there are detrimental impacts on business, especially foreign business, but they have counted the cost and think it is still worthwhile,” said Lam. “There is no compromise about the political imperative of controlling the Internet.”

Police offer ‘virtual ridealongs’ via Twitter






SIOUX FALLS, S.D. (AP) — Riding side by side as a police officer answers a call for help or investigates a brutal crime during a ridealong gives citizens an up close look at the gritty and sometimes dangerous situations officers can experience on the job.


But a new social media approach to informing the public about what officers do is taking hold at police departments across the United States and Canada — one that is far less dangerous for citizens but, police say, just as informative.






With virtual ridealongs on Twitter, or tweetalongs, curious citizens just need a computer or smartphone for a glimpse into law enforcement officers‘ daily routines.


Tweetalongs typically are scheduled for a set number of hours, with an officer — or a designated tweeter like the department’s public information officer — posting regular updates to Twitter about what they see and do while on duty. The tweets, which also include photos and links to videos of the officers, can encompass an array of activities — everything from an officer responding to a homicide to a noise complaint.


Police departments say virtual ridealongs reach more people at once and add transparency to the job.


“People spend hard-earned money on taxes to allow the government to provide services. That’s police, fire, water, streets, the whole works, and there should be a way for those government agencies to let the public know what they’re getting for their money,” said Chief Steve Allender of the Rapid City Police Department in South Dakota, which started offering tweetalongs several months ago — https://twitter.com/rcpdtweetalong — after watching departments in Seattle, Kansas City, Mo., and Las Vegas do so.


On the day before Thanksgiving, Tarah Heupel, the Rapid City Police Department’s public information officer, rode alongside Street Crimes Officer Ron Terviel. Heupel posted regular updates every few minutes about what Terviel was doing, including the officer citing a woman for public intoxication, responding to a call of three teenagers attempting to steal cough syrup and body spray from a store and locating a man who ran from the scene of an accident. Photos were included in some of the tweets.


Michael Taddesse, a 34-year-old university career specialist in Arlington, Texas, has done several ridealongs with police and regularly follows multiple departments that conduct tweetalongs.


“I think the only way to effectively combat crime is to have a community that is engaged and understands what’s going on,” he said.


Ridealongs where “you’re out in the elements” are very different than sitting behind a computer during a tweetalong and the level of danger is “dramatically decreased,” he said. But in both instances, the passenger gains new information about the call, what laws may or may not have been broken and what transpires, he added.


For police departments, tweetalongs are just one more way to connect directly with a community through social media.


More than 92 percent of police departments use social media, according to a survey of 600 agencies in 48 states conducted by the International Association of Chiefs of Police’s Center for Social Media. And Nancy Kolb, senior program manager for IACP, called tweetalongs a “growing trend” among departments of all sizes.


There is no set protocol and departments are free to conduct the tweetalong how they see fit, she said.


In Ontario, Canada, the Niagara Regional Police Service conducted their first virtual ridealong in August over a busy eight-hour Friday night shift. The police department’s followers were able to see a tweet whenever the police unit was dispatched to one of the more than 140,000 calls received that night.


Richard Gadreau, the social media officer for the police department, said officers routinely take people out on real ridealongs, but there is a waiting list and preference is given to people interested in becoming an officer.


With tweetalongs, many calls also mean many tweets. Kolb said departments are cognizant of cluttering peoples’ Twitter feeds.


That’s why the Rapid City Police Department decided to create a separate account for the tweetalong, Allender said.


Kolb also said officers are careful not to tweet personal or sensitive information. Officers typically do not tweet child abuse or domestic abuse cases, and they usually only tweet about a call after they leave the scene to protect officers and callers.


But Allender, the chief of police in Rapid City, said tweetalongs also show some of the more outrageous calls police deal with on a regular basis — like the kid who breaks out the window of a police car while the officer is standing on the sidewalk.


“Real life is funnier than any comedy show out there and not to make fun of people, embarrass them or humiliate them, but people do funny things,” Allender said. “… I mean, that guy deserves a little bit of ridicule, and everyone who would be watching would agree. That’s just good clean fun to me.”

DC police investigating ‘Meet the Press’ incident






WASHINGTON (AP) — District of Columbia police say they are investigating an incident in which NBC News journalist David Gregory displayed what he described as a high-capacity ammunition magazine on “Meet the Press.”


Gun laws in the nation’s capital generally restrict the possession of high-capacity magazines, regardless of whether the device is attached to a firearm. Gregory held up the magazine as a prop for Sunday’s segment, apparently to make a point during an interview, even though D.C. police say NBC had already been advised not to use it in the show.






“NBC contacted (the Metropolitan Police Department) inquiring if they could utilize a high capacity magazine for their segment. NBC was informed that possession of a high capacity magazine is not permissible and their request was denied. This matter is currently being investigated,” police spokeswoman Gwendolyn Crump said in a written statement. She declined to comment further.


While interviewing National Rifle Association CEO Wayne LaPierre for Sunday’s program, Gregory held up an object that he said was a magazine that could hold 30 rounds.


“Here is a magazine for ammunition that carries 30 bullets. LaPierre replied: “I don’t believe that’s going to make one difference. There are so many different ways to evade that even if you had that” ban.


It was not clear how or where Gregory obtained the magazine, and an NBC News spokeswoman declined to comment Wednesday.

Meningitis, West Nile occupy U.S. health officials in 2012






NEW YORK (Reuters) – The year started in the United States with a mild flu season but ended up being marked by deadly outbreaks of fungal meningitis, West Nile virus and Hantavirus.


Tainted steroid medication has been cited as the cause of the meningitis outbreak that killed 39 people.






Weather contributed to the worst outbreak of West Nile virus since 2003 and an unusual outbreak of Hantavirus in California’s Yosemite National Park.


Transmitted by infected mice, Hantavirus is a severe, sometimes fatal syndrome that affects the lungs. West Nile can cause encephalitis or meningitis, infection of the brain and spinal cord or their protective covering.


As of December 11, 5,387 cases of West Nile virus had been reported in 48 states, resulting in 243 deaths, the CDC said in its final 2012 update on the outbreak. The 2003 outbreak left 264 dead from among nearly 10,000 reported cases.


A large number of cases this year occurred in Texas, Louisiana and Mississippi where there are large mosquito populations.


CDC and state officials have said that rainfall in the spring and record high summer temperatures contributed to the severity of the outbreak by affecting mosquito populations, which transmit the disease by biting humans and animals.


Health officials said that only a small percentage of cases of West Nile virus are reported because most people have no symptoms and about 20 percent have mild symptoms such as aches and fever. One in 150 people with West Nile virus develop other illnesses such as meningitis and encephalitis.


The biggest outbreak in nearly two decades of Hantavirus, which emerges in dry and dusty environments, cropped up during the summer in 1,200-square-mile (3,100-square-km) Yosemite National Park, killing three of 10 infected visitors.


The National Park issued warnings to 22,000 people who may have been exposed to the rare disease, and 91 Curry Village cabins in the park were closed in late August.


In early September, a 78-year-old judge named Eddie Lovelace was rushed to a hospital in Nashville, Tennessee. Thought to have had a stroke, he died a few days later.


After a large outbreak of fungal meningitis was linked to tainted steroid injections, Lovelace’s cause of death was revised. He became the first documented death in a meningitis outbreak that has infected 620 people and killed 39 in 19 states.


The New England Compounding Center in Framingham, Massachusetts, was closed after investigators found that it had shipped thousands of fungus-tainted vials of methylprednisolone acetate to medical facilities around the United States. The steroid was typically used to ease back pain.


More than 14,000 people were warned that they may have had an injection of the tainted steroid. Doctors continue to see new cases of spinal infections related to the steroid, and cases of achnoiditis, an inflammation of nerve roots in the spine.


The outbreak led two Democratic lawmakers in the U.S. House of representatives to introduce legislation to increase government oversight of compounded drugs.


And what lies ahead in 2013?


“While there are some trends we can predict, the most reliable trend is that the next threat will be unpredictable,” said Centers for Disease Control and Prevention (CDC) Director Thomas Frieden.

Washington stirs for “fiscal cliff” talks as Obama heads home






WASHINGTON/HONOLULU (Reuters) – Efforts to prevent the U.S. economy from going over a “fiscal cliff” stirred back to life on Wednesday with less than a week to go before potentially disastrous tax hikes and spending cuts kick in at the New Year.


In a sign that there may be a way through deadlock in Congress, Republican House of Representatives Speaker John Boehner urged the Democrat-controlled Senate to act to pull back from the cliff and offered to at least consider any bill the upper chamber produced.






President Barack Obama will try to revive budget crisis talks – which stalled last week – when he returns to Washington on Thursday after cutting short his Christmas holiday in Hawaii.


But the White House and Republicans are still far apart, as hopes for legislation to prevent the economy from tumbling off the fiscal cliff switch to the Senate.


Democrats control a majority in that chamber but still need some support from Republicans across the aisle for a likely attempt to raise taxes on the wealthy.


A senior administration official told reporters traveling with Obama in Hawaii that senior Republican leaders in Congress, Senator Mitch McConnell and Boehner, should step up to head off the looming tax and spending hit.


“It’s up to the Senate Minority Leader not to block a vote, and it’s up the House Republican leader, the Speaker of the House … to allow a vote,” the official said.


Months of congressional gridlock on how reduce the deficit and rein in the nation’s $ 16 trillion federal debt have begun to affect ordinary Americans.


Shoppers might have spent less this holiday season for fear of looming income tax increases and reports of lackluster retail holiday sales added to the urgency for a deal. U.S. stocks fell on Wednesday, dragged lower by shares of retail companies.


TREASURY BUYING TIME


To avoid defaulting on the national debt if the budget crisis spins out of control, the Treasury Department announced measures essentially designed to buy time to allow Congress to resolve its differences and raise the debt borrowing limit.


Obama flies back from Hawaii overnight and is due in the White House on Thursday morning.


Starbucks Chief Executive Howard Schultz is urging workers in the company’s roughly 120 Washington-area coffee shops to write “come together” on customers’ cups on Thursday and Friday to tell politicians to end the crisis.


“We’re paying attention, we’re greatly disappointed in what’s going on and we deserve better,” Schultz told Reuters.


Boehner and his House Republican leadership team said in a statement that “the Senate must act first.”


That puts the ball in the court of the Democrats in the Senate, which is likely to base any legislation on a bill it passed earlier this year to continue tax breaks for households with incomes below $ 250,000.


A spokesman for Senate Majority Leader Harry Reid issued a strongly worded statement calling on Republicans to “drop their knee-jerk obstruction.”


“The Senate bill could pass tomorrow if House Republicans would simply let it come to the floor,” the spokesman said.


A Senate bill would likely contain an extension of expiring unemployment benefits for those who have been out of work for extended periods.


With the 435 members scattered throughout the country because the House is in recess, House Republican leaders scheduled a conference call for Thursday with members to possibly discuss bringing the chamber back into session to deal with the fiscal cliff.


The budget fight is not just about taxes, however.


The country faces $ 109 billion in across-the-board spending cuts starting in January unless a deal is reached to either replace or delay them. Democrats want to switch the spending cuts to tax increases for the most part.


House Republicans have passed a bill to stop the military portion of the spending cuts and place the entire burden on domestic activities, including some social safety net programs.


But the main focus is on how to stop tax hikes on January 1.


“This is the (emergency) scenario that we have long believed would rise in probability the closer we go to December 31, which essentially calls for extending all the rates for those individuals making under $ 200K and households under $ 250K and does not address the debt ceiling or the deficit,” analyst Chris Krueger of Guggenheim Securities wrote in a research note.


Republican Senator Kay Bailey Hutchison of Texas, who is retiring at year’s end, told MSNBC that $ 250,000 “is too low of a threshold” for raising income taxes.


RAISING TAX THRESHOLD


She said that in conversations she has had with some Senate Democrats, “they are saying maybe more in the $ 400,000 to $ 500,000 category.”


Obama himself recently offered to raise the threshold to $ 400,000, before negotiations with Boehner broke off.


Boehner and other Republican leaders said in a statement that if the Senate sends the House new fiscal cliff legislation, “The House will then consider whether to accept the bills … or to send them back to the Senate with additional amendments.


“The House will take this action on whatever the Senate can pass, but the Senate first must act.”


But even if a handful of Senate Republicans support Democrats on a measure to avoid the worst of the fiscal cliff, time is short. When the Senate returns on Thursday it is due to work on a disaster aid bill to help New York and New Jersey recover from Superstorm Sandy and other measures.


All 191 House Democrats might have to team up with at least 26 Republicans to get a majority if the bill included tax hikes on the wealthiest Americans, as Obama is demanding.


Some of those votes could conceivably come from among the 34 Republican members who are either retiring or were defeated in the November elections and no longer have to worry about the political fallout.


An alternative is for Congress to let income taxes go up on everyone as scheduled. Then, during the first week of January, lawmakers would strike a quick deal to reduce them except on people in the highest brackets.


They could also pass a measure putting off the $ 109 billion in automatic spending cuts that most lawmakers want to avoid.


Once the clock ticks past midnight on December 31, no member of Congress would have to vote for a tax increase on anyone – taxes would have risen automatically – and the only votes would be to decrease tax rates for most Americans back to their 2012 levels.

Analysis: Amazon’s Christmas faux pas shows risks in the cloud






(Reuters) – A Christmas Eve glitch traced to Amazon.com Inc that shuttered Netflix for users from Canada to South America highlights the risks that companies take when they move their datacenter operations to the cloud.


While the high-profile failure – at least the third this year – may cause some Amazon Web Services customers to consider alternatives, it is unlikely to severely hurt a fast-growing business for the cloud-computing pioneer that got into the sector in 2006 and has historically experienced few outages.






“The benefits still outweigh the risks,” said Global Equities Research analyst Trip Chowdhry.


“When it comes to the cloud, Amazon has got it right.”


The latest service failure comes at a critical time for Amazon, which is betting that AWS can become a significant profit generator even if the economy continues to stagnate. Moreover, it is increasingly targeting larger corporate clients that have traditionally shied away from moving critical applications onto AWS.


AWS, which Amazon started more than six years ago, provides data storage, computing power and other technology services from remote locations that group thousands of servers across areas than can span whole football fields. Their early investment made it a pioneer in what is now known as cloud computing.


Executives said last month at an Amazon conference in Las Vegas they could envision the division, which lists Pinterest, Shazam and Spotify among its fast-growing clients, becoming its biggest business, outpacing even its online retail juggernaut. Evercore analyst Ken Sena expects AWS revenue to jump 45 percent a year, from about $ 2 billion this year to $ 20 billion in 2018.


The service has boomed because it is cheap, relatively easy to use, and can be shut off, scaled back or ramped up quickly depending on companies’ needs. As the longest-running player in the game, Amazon now boasts the widest array of datacenter products and services, plus a broader stable of clients than rivals like Google Inc, Rackspace Inc and Salesforce.com Inc.


Outages such as the one that took down Netflix and other websites on the eve of one of the biggest U.S. holidays are part and parcel of the nascent business, analysts say. Moreover, outages have been a problem long before the age of cloud computing, with glitches within corporate datacenters and telecommunications hubs triggering myriad service disruptions.


COMING SOON: POST-MORTEM


Amazon’s latest service failure comes months after two high-profile outages that hit Netflix and other popular websites such as photo-sharing service Instagram and Pinterest. Industry executives, however, say its downtimes tend to attract more attention because of its outsized market footprint.


Netflix – which CEO Reed Hastings said relies on AWS for 95 percent of its datacenter needs – would not comment on whether they were pondering alternatives. Analysts say the video streaming giant is unlikely to try a large-scale switch, partly because all cloud providers experience outages.


“Despite a steady stream of these service outages, the demand for cloud services offered by AWS, Google, etc. continues to escalate because these services are still reliable enough to satisfy customer expectations,” said Jeff Kaplan, managing director of consultancy ThinkStrategies Inc.


“They offer cost-savings and elasticities that are too attractive for companies to ignore.”


But “Netflix and other organizations which rely on AWS will have to reexamine how they configure their services and allocate their service requirements across multiple providers to mitigate over-dependency and risks.”


AWS spokeswoman Rena Lunak said the outage was traced to a problem affecting customers at its oldest data center, run out of northern Virginia, which was linked also to the June failure.


The latest glitch involved a service known as Elastic Load Balancing, which automatically allocates incoming Web traffic across multiple servers in order to boost the performance of a website. She declined to provide further details about the outage, saying the company would be publishing a full post-mortem within days.


AWS has traditionally been used by start-up tech companies and smaller businesses that anticipate rapid growth in online traffic but are unwilling or unable to shell out on IT equipment and management upfront.


The company has more recently started winning more and more business from larger corporations. It has also set up a unit that caters to government agencies.


Regardless, Amazon’s clientele would do well not to put all their eggs in one basket, analysts say.


Service outages do occur, but they are not common enough to cause users of these services to abandon today’s Cloud service providers at significant rates. In fact, every major Cloud service provider has experienced outages,” Kaplan said.


“Therefore, organizations that rely on these services are putting backup and recovery systems and protocols in place to mitigate the risks of future outages.”

NORAD says record number of calls to track Santa






PETERSON AIR FORCE BASE, Colo. (AP) — Most of the thousands of children who call the annual Santa-tracking operation at a Colorado Air Force Base on Christmas Eve ask the usual questions: “Where’s Santa, and when will he get here?”


So volunteer Sara Berghoff was caught off-guard Monday when a child called to see if Santa could be especially kind this year to the families affected by the Connecticut school shooting.






“I’m from Newtown, Connecticut, where the shooting was,” she remembers the child asking. “Is it possible that Santa can bring extra presents so I can deliver them to the families that lost kids?”


Sara, just 13 herself, was surprised but gathered her thoughts quickly. “If I can get ahold of him, I’ll try to get the message to him,” she told the child.


Sara was one of hundreds of volunteers at NORAD Tracks Santa who answered thousands of calls, program spokeswoman Marisa Novobilski said. Spokeswoman 1st Lt. Stacey Fenton said that as of midnight Tuesday, trackers answered more than 111,000 calls, breaking last year’s record of 107,000.


First lady Michelle Obama, who is spending the holidays with her family in Hawaii, also joined in answering calls as she has in recent years. She spent about 30 minutes talking with children from across the country, telling some who asked that her favorite toys growing up were Barbie dolls and an Easy Bake oven.


She also received an invitation to visit an 11-year-old boy in Fort Worth, Texas, and a request to put her husband on the phone. “He’s not here right now. But you know what, I will tell him you asked about him. OK?” she replied.


The North American Aerospace Defense Command, a joint U.S.-Canada command responsible for protecting the skies over both nations, tracks Santa from its home at Peterson Air Force Base.


NORAD and its predecessor have been fielding Christmas Eve phone calls from children — and a few adults — since 1955. That’s when a newspaper ad listed the wrong phone number for kids to call Santa. Callers ended up getting the Continental Air Defense Command, which later became NORAD. CONAD commanders played along, and the ritual has been repeated every year since.


After 57 years, NORAD can predict what most kids will ask. Its 11-page playbook for volunteers includes a list of nearly 20 questions and answers, including how old is Santa (at least 16 centuries) and has Santa ever crashed into anything (no).


But kids still manage to ask the unexpected, including, “Does Santa leave presents for dogs?”

THE REAL DEAL: A young boy called to ask if Santa was real.


Air Force Maj. Jamie Humphries, who took the call, said, “I’m 37 years old, and I believe in Santa, and if you believe in him as well, then he must be real.”


The boy turned from the phone and yelled to others in the room, “I told you guys he was real!”

DON’T WORRY, HE’LL FIND YOU: Glenn Barr took a call from a 10-year-old who wasn’t sure if he would be sleeping at his mom’s house or his dad’s and was worried about whether Santa would find him.


“I told him Santa would know where he was and not to worry,” Barr said.


Another child asked if he was on the nice list or the naughty list.


“That’s a closely guarded secret, and only Santa knows,” Barr replied.

TOYS IN HEAVEN: A boy who called from Missouri asked when Santa would drop off toys in heaven.


His mother got on the line and explained to Jennifer Eckels, who took the call, that the boy’s younger sister died this year.


“He kept saying ‘in heaven,’” Eckels said. She told him, “I think Santa headed there first thing.”

BEST OF: Choice questions and comments wound up posted on a flip chart.


“Big sister wanted to add her 3-year-old brother to the naughty list,” one read.


“Are there police elves?” said another.


“How much to adopt one of Santa’s reindeer?”

INTERNATIONAL FLAVOR: NORAD got calls from 220 countries and territories last year, and non-English-speakers called this year as well.


Volunteers who speak other languages get green Santa hats and a placard listing their languages so organizers can find them quickly.


“Need a Spanish speaker!” one organizer called as he rushed out of one of three phone rooms.

HE KNOWS WHEN YOU’RE AWAKE: At NORAD’s suggestion, volunteers often tell callers that Santa won’t drop off the presents until all the kids in the home are asleep.


“Ohhhhhhh,” said an 8-year-old from Illinois, as if trying to digest a brand-new fact.


“I’m going to be asleep by 4 o’clock,” said a child from Virginia.


“Thank you so much for that information,” said a grateful mom from Michigan.

CHRISTMAS EVE IN AFGHANISTAN: Five U.S. service personnel answered calls from Afghanistan for about 90 minutes through a conferencing hookup.


“They had a great time,” said Novobilski, the program spokeswoman.


NORAD wanted to set up a call center in Afghanistan but that proved too complex, she said.
